How to get a service provider number
You first have to be enrolled with FINTRAC to get access to F2R.
If you are not a reporting entity yourself and you enrol with FINTRAC strictly as a service provider, you will get your service provider number directly from FINTRAC without having to go through the F2R process described below.
Otherwise, once you are enrolled (or if you are already enrolled as a reporting entity), log on to F2R and select “Register as a service provider” from the Administration section of the left menu. You will get a screen that explains the roles and responsibilities for you as a service provider as well as for your reporting entity client. If you select the “I accept” button at the bottom of that screen, you will get a service provider number.
You then need to give your service provider number to your reporting entity clients so that they can use F2R to delegate reporting permissions to you. Once you have your service provider number, the left menu item “Register as a service provider” will change to “Client maintenance” so that you can accept the delegation from your client once they have completed that process.
How reports are delegated to the service provider
Once you receive your service provider number, you will have to communicate this number to your reporting entity clients. Your clients will then have to log on to F2R to designate you as their service provider and complete the delegation process. This is required whether you will be submitting reports in F2R or by batch.
When the service provider can start reporting
As a service provider, you can start reporting on your reporting entity client's behalf once you have accepted the delegation from the reporting entity in F2R.
To accept a delegation
To accept the delegation of reports, select “Client maintenance” from the left menu in the Administration section. You will see a list of all the reporting entities who have delegated reports to you. For any that you have not yet accepted, the status will show as pending. To accept a delegation, select the check box to the left of the reporting entity's number and select the “I accept” button at the top of the screen. You will receive a confirmation of this, and the status of the accepted delegation will change to active.
An email will be sent to the reporting entity's F2R administrator stating that you have accepted the delegation.
Roles and responsibilities of the service provider and their reporting entity client
The roles and responsibilities of a service provider are all linked to reporting. The reporting entity client is still responsible for ensuring all reporting occurs in the prescribed manner and format. The location maintenance (update a branch address, etc.) remains the responsibility of the reporting entity. Service providers will not be able to maintain location information.
A service provider is responsible for the transmission of reports to FINTRAC as delegated to the service provider by a reporting entity. The service provider is also responsible for making any required changes to reports previously submitted by the service provider (that is, changes requested by the service provider or changes requested by FINTRAC).
Communication regarding reports submitted by the service provider will be between FINTRAC and the service provider.
FINTRAC will share some information about the service provider (such as name and address) with the reporting entity regarding the designation or delegation. Sharing this information will ensure that a reporting entity has selected the appropriate service provider.
To revoke a delegation
To revoke your acceptance of the delegation of reports from your reporting entity client, select “Client maintenance” from the left menu in the Administration section. You will see a list of all the reporting entities who have delegated reports to you. For any that you have accepted, the status will show as active. To revoke a delegation, select the check box to the left of the reporting entity's number and select the “Revoke” button at the top of the screen.
